In order to monopolise the tourism industry, the ruling junta have been 'restoring' the temples at Pagan; an act UNESCO calls "archeological blitzkreig", and using forced labour to develop potential tourist areas. With a military monpoly it is unlikely the Burmese people will benefit from an increase in package-style tourism but can backpackers spend their money in such a way that it genuinely benefits local people?
